The proposed absorption of Ashhurst township into the Wairarapa electorate is at best illogical and distressing, but at worst a travesty, misguided and misunderstood, a level of ignorance, with no understanding of local culture, and no apparent interest in the potential effects, economically or culturally, on the provincial people of New Zealand.
Ashhurst has very little in common with the Wairarapa district.
We are separated by a mountain range.  
We are governed locally by the Palmerston North City Council and further out Horizons and Manawatu District Council (Feilding).
Our culture, rates, education and work are all in Palmerston North.
Our children attend high school in Palmerston North and the Manawatu, they play sport, attend tertiary education, entertainment, to see a doctor we go to Palmerston North, to go to hospital Palmerston North, to visit friends and relatives, with the majority of Ashhurst people working in Palmerston North, or the greater Manawatu.
All of our Police Fire Ambulance emergency services come from Palmerston North.
The military camps and bases are in the greater Manawatu with many military, emergency services and hospital staff, and their families living in Ashhurst and the surrounding district.
ANZAC Day is often attended locally in Ashhurst, Palmerston North and Feilding.
Weather, culture, sports, economics, work, emergency services, hospital, healthcare, education, the list is endless.
All of our buses go to Palmerston North.
Our bore water is piped to back up to the Palmerston North City water supply,
We have very little to do with the Wairarapa.
Linton, Shannon, Aokautere, Foxton, Levin, Colyton, Feilding, Bulls, Whanganui, these are the many of the examples of the places we travel and head to, not often to the Wairarapa.
Interestingly if anything the northern Wairarapa and the southern Hawkes Bay come "over the hill" to Palmerston North, through Ashhurst for work, business, commerce, University and hospital outpatient appointments, especially oncology.
Palmy is the hub of the Mid Central Lower North Island, Ashhurst is part of that hub.
Here is the ironic and interesting dilemma for Ashhurst.
If you change us to the Wairarapa general electorate.
We would vote for a mayor and councillors in the upcoming local body elections to Palmerston North City Council for local representation (some of whom live in Ashhurst!).
But then have to vote for a Wairarapa MP to represent us in Parliament???
A Wairarapa MP will not be able to practically represent Ashhurst and we will drop to the bottom of the pile.
The local Palmerston North MP is currently involved in a variety of local issues that effect Ashhurst, we will lose this representation if we are attached to Wairarapa.

We need to be part of the general electorate for Palmerston North, just as we are for our local body elections rates and utilities, and all of the reasons I have stated above.

Ashhurst is a ridiculous distance away from the Wairarapa to logically be in the same electorate (1 hour, 17 mins and 72.7km). I would have little confidence that the Wairapapa counselors would be advocating for the needs of Ashhurst. Why would I vote for people that are in a different region to the Manawatū, which is where I live?! Ashhurst deserves to be in a electorate local to Ashhurst where the counselors will be passionate about Ashhurst related things since they're more closely connected to Ashhurst.

It makes more logical sense for Ashhurst to be in the Palmerston North electorate. The majority, if not all, Ashhurst residence go to Palmerston North for necessities (e.g. supermarket) and also a good chunk of residents work in Palmerston North.

To the Electorate Boundary Review Committee,

I imagine that this objection would not be the only objection to the town of Ashhurst being redrawn into the Wairarapa electorate. This submission will briefly outline both why Ashhurst would be more of a community of interest to the Palmerston North Electorate, and why it would be possible for the Palmerston North electorate to absorb Ashhurst's population on projected quota tolerances for the area.

Firstly, Ashhurst sits to the west of the Tararua and Ruahine Mountain Ranges, and the Manawatu Gorge. This geographic isolation from the rest of the Wairarapa, and much closer proximity to the Manawatu and Rangitikei regions, as well as Palmerston North should serve as a pressing reason why Ashhurst should remain at the very least part of either Rangitikei or Palmerston North, electorates to the west of those mountain ranges.

Furthermore, given that Ashhurst is a sattelite town of Palmerston North, with only 16 minutes drive between each settlement's respective centres, it would make more sense to place Ashhurst into the Palmerston North electorate than the 19 minute drive away from the closest settlement Woodville, and 1 hour and 12 minutes drive away from Masterton where the current MP for Wairarapa's electorate office is located. I believe that the Ashhurst community would be mroe effectively represented by an electorate MP that resides in an area closer to them.

Finally, according to the NZ Electorate Boundary Review's manual, the Wairarapa electorate currently sits at +4.4% above quota, but is projected to decrease in population to be +1.0% above quota in 2026, and -0.7% below quota in 2029. The new Palmerston North boundaries currently sit at +4.9% above quota, but is also projected to decrease to +1.7% above quota in 2026, and +0.1% above quota in 2029. Given that the Rangitikei electorate is projected to be +0.5% above quota in 2029, I believe the better option is for Ashhurst to join into the Palmerston North electorate. Given these projected quota numbers, I believe that it is feasible for the Wairarapa and Palmerston North electorates to shift the popluation of Ashhurst (about 3,400 according to Stats NZ as of June 2024) into Palmerston North without significantly affecting either's population quota.

Given my reasons above, I believe a shift of the Ashhurst settlement into the Palmerston North electorate would be appropriate. In the attachment provided I outline my ideal boundary (red lines) between the Palmerston North, Wairarapa and Rangitikei electorates, with the boundary between Palmerston North and Wairararpa running along the midpoint of the Manawatu River up to the Saddle Road, and the boundary between the Rangitikei and Wairarapa electorates running along the midpoint of the Saddle Road until it joins with the committee's proposed boundary.

Ashhurst residents pay rates to the Palmerston North City Council (we also vote in the local elections) and Manawatu District Council, Local politics wise we have much closer ties to the Manawatu and Rangitikei areas. Geographically we lie within these areas also, whereas there is a natural border to the Wairarapa area being the Ruahine Ranges. The Rangitikei or Palmerston North MP also has ties to the local social services and health systems, whereas the Wairarapa MP would have less sway considering they do not live or work in the local area e.g if a local constituent is having issues with the Palmerston North hospital the current MP would have their finger much more on the pulse, rather than the Wairarapa MP who would be more familiar with their local health services. In summary Ashhurst is a much more natural fit staying in the Rangitikei or moving to the Palmerston North electorate based on local government, rates, geographically and having an MP who is involved in the community and has local contacts.

Suggested solution

to keep Ashhurst under the Rangitikei electorate, or what would make more sense is to include us in the Palmerston North electorate seeing this is where our rates and votes in the local elections go.

I am objecting to the proposal that Ashhurst be merged with the Wairarapa electorate. Our community has very little to do with the Wairarapa and it makes no sense to merge with them. Our lives our intwined with Palmerston North which is 10 mins drive, where we work and our children attend schools, as such this would be a more logical electorate.

Why would you change Ashhurst from Rangitikei? The people who live in Ashhurst live and work in the greater Palmerston North region, and have very little connection to the Wairarapa which is divided from Ashhurst by the significant geographical boundary of the Tararua Ranges.

I’ve read the proposed changes document and can’t see a significant reason for the change, Ashhurst has a strong connection to Rangitikei, and I don’t see the need for a change beyond administration.

I live at Whakarongo, 10 minutes drive out of Palmerston North. Over the past 24 years the boundaries have changed several times - was in the Manawatu electorate, then Palmerston North, currently in Rangitikei and now the proposal is to move Whakarongo and Ashhurst areas into part of Wairarapa. Madness! Especially when I live so close to Palmerston North, and at least 1 hours drive from Masterton, considered as the Wairarapa. Yes i realuze the Tararua ranges are the current boundary between North and South Wairarapa, and Horowhenua, Palmerston North and Manawatu areas plus Rangitikei it seems. Just accept that some electorates will have less people residing in them, but it will still be a true representation of those residents and their voting preferences. Same as where their voting areas would be. I lived in the Wairarapa for 17 years, I do not consider north of Palmerston North should ever be part of the Wairarapa for any reason. Stop trying to manipulate residents and voters, stop trying to cause massive confusion. Find better things to spend money on, like health education, roading, etc.

Keep things as they are. So what if one electorate has 40,000 residents and another has 60,000. Thats how it is. Maybe do away with electorate areas, make it very simple, by having city electorates and rural electorates.

1. Ashhurst is part of Palmerston North city - we work, shop, go to high school, university, visit Drs, Dentists etc. in Palmerston North, our closest city.
2. We want an accessible MP who is familiar with our local community and environment, who we can visit face-to-face without having to travel to Wairarapa, and who is directly impacted by any decisions made regarding our area.
3. We are a very great distance from Wairarapa - the Ruahine and Tararua Ranges, as well as the Manawatu Gorge distinctly separate us from Wairarapa.
3. Roads from Ashhurst to Wairarapa are often closed due to weather, maintenance and traffic accidents.

If numbers are the reason behind the proposed change, then why not move Mangaweka and Taihape to the Wanganui electorate and move Manakau to the Kapiti electorate.

As lovely as Wairarapa is, there is Nothing that Links Us to the Area!

Geographically, there is a Mountain Range between Us!

So We are, as We ALWAYS have been, Isolated from the Wairarapa by Location!

MANY People from the Wairarapa transit through Ashhurst, to Work in Palmerston North, and Home again.
There has been NO Massive Revenue Gain, as intimated at the beginning of the Roading Project!

The Only Conclusion for Ashhurst NOT being Absorbed into the Palmerston North Electorate, that I can Fathom, would be that Ashhurst Voters are Primarily NZFirst & ACT Voters, and absorbing Us could mean a Swing in the Electoral Ourcomes for Palmerston North...

Which Speaks to a Darker Motive, that Completely Disrespects & Disadvantages Ashhurst Voters, in the Government Voting!!!

The surge in people living in Ashhurst, that came with the Replacement Highway Project, is about to change, as the Project nears Completion in the next 4 weeks, so there will be people leaving Ashhurst, in Search of Jobs, wherever the Next Roading Project comes up.

So if this is a decision solely around a Numbers Game, it is a Squewed Perspective!

I object to the placement of Ashhurst in the Wairarapa electorate.

Reasons:
Ashhurst has no “community of interest” with any part of the Wairarapa or Tararua regions. Ashhurst is currently within the Palmerston North City Council boundary.
There are substantial geographical features, the Tararua and Ruahine ranges, which separate Ashhurst from the Wairarapa and Tararua regions.
There is only one road link from Ashhurst to the rest of the proposed Wairarapa electorate, that being Saddle Road. Drivers can also drive south of Ashhurst for a few minutes before turning on to Pahiatua-Aokautere Road (locally known as the “Pahiatua Track”. One additional link, the Manawatu-Tararua Highway, or Te Ahu a Turanga, is scheduled for completion in mid-2025.

Suggested solution

Include Ashhurst within the Palmerston North electorate.

To compensate for the overpopulation which would result from this move, move the areas south of the Manawatu River into the Rangitikei electorate (as they have been for several election cycles).
Road users have several options to get from Ashhurst to the rest of Palmerston North and vice versa, whereas there are only two routes getting from Palmerston North to areas south of the Manawatu River (at Ashhurst, and Tennent Drive). The Manawatu River is a natural geographical boundary for the electorate.
Areas to the southwest (Longburn) and northeast (Whakarongo) of the urban part of Palmerston North are two areas marked by the Palmerston North City Council for urban growth in the near future, which would bring Ashhurst even closer to the rest of Palmerston North. Population growth is well catered for.
The Rangitikei electorate would also need some adjustment from this move, which could be accomplished primarily in two ways:
• Moving the boundary of the Whanganui electorate eastward. The proposed Whanganui electorate is not at the maximum population allowed and could take some additional population without requiring any other adjustment. However, the New Plymouth and Taranaki-King Country electorates are also under the maximum allowed population and could take on extra population if required.

• Moving the northern boundary of the Kapiti electorate north. Moving it to the Ohau River is approximately where it could be moved to without any other consequential adjustments.

Please do not cut Porirua in half. Whitby Pauatahanui Plimmerton Camborne Pukerua Bay have long been part of Porirua. It artificially separates 2 parts of one city. Getting access to a local MP will be illogical with people having to travel north to do so. The demographic and needs of Paraparaumu and surrounds is significantly different to that of Porirua residents. Local iwi are different.

Porirua City has a diverse population and unique character and interests very different than Wellington City, the Kāpiti Coast or the rural areas included in the new electorate. Splitting it in half is going to impact greatly in accurate representing our interests in terms of regional health, local government, and transport.
Also giving a few random streets in Newlands to the Hutt seems a kind of messy and silly way to balance the numbers.

The current proposed boundary between the Kenepuru and Kapiti Electorates mostly align with the boundaries of the Porirua City Council general wards (Onepoto and Pāuatahanui), however they differ in one area:
The suburb of Papakōwhai is within our Pāuatahanui General Ward, however in the Commission’s proposed boundaries, Papakōwhai is the only suburb from the Pāuatahanui General Ward that is included in the proposed Kapiti Electorate. Please find attached a map of the Porirua City Council general ward boundaries, overlaid with the Commission’s proposed boundaries for the Kenepuru and Kapiti Electorates.
This does not align with the communities of interest that we identified as part of our 2021 representation review, that was subsequently upheld by the Local Government Commission.1
We believe that this difference will create significant electoral confusion for electors in Papakōwhai, as they will be the only residents of Porirua City whose City Council Ward does not align with their Electorate.
We know from experience that voters in North Linden, in the Wellington City Council area, suffer similar confusion at present, as they are the only area of Wellington City included in the current Mana Electorate.
We object to this boundary and ask that the Commission modify its proposal to include Papakōwhai in the Kapiti Electorate. We acknowledge that if moved to the proposed Kapiti Electorate, the population of Papakōwhai (being 2,300 people) will result in the proposed Kapiti Electorate exceeding the North Island quota.2 We therefore recommend that the Commission examine the northern boundary of the proposed Kapiti Electorate.

We object to the names chosen for the proposed electorates for the following reasons:
Kapiti does not reflect the electorate that is proposed to be made up of half of Porirua City. We suggest the current name of Mana is already well known, and more accurately reflects the area.
The name Kenepuru, being the name of one suburb of the proposed electorate, does not reflect the diverse nature of the proposed electorate’s area.
We suggest the name of Rangituhi. Rangituhi is of significance to Ngāti Toa. It is a central geographic feature that can be seen from most of the proposed electorate.
